Dr. Simona Marinescu

Dr. Simona Marinescu is a renowned global figure in the realm of international development, investment, and social policy reform. Fluent in systems thinking, social policy, and market-driven solutions, Dr. Marinescu excels at forging alliances across public, private, and civic sectors. She is dedicated to inclusive economic development and resilient social protection. Her current focus includes advancing climate and ESG-aligned investment financing, particularly in partnership with Small Island Developing States in the Pacific.

Dr. Marinescu’s distinguished career spans high-impact roles across key UN entities and international financial institutions. Based in New York as Senior Expert for the United Nations Conference on Trade and Development (UNCTAD), she advises on inclusive market development strategies for Small Island Developing States in the Pacific.

Earlier, Dr. Marinescu served as the inaugural Director of the UNDP’s Istanbul International Center for Private Sector in Development (IICPSD). There, she steered program design and academic-business partnerships that launched initiatives such as the Global Alliance for Sustainable Employment and research into skills development, local content, SME competitiveness, and inclusive procurement. Her leadership helped position the IICPSD as a globally recognized center of excellence.

Dr. Marinescu has shaped comprehensive reconstruction and reform in various countries across the globe. She served as United Nations Development Programme (UNDP) Programme Director in Iraq and the Head of Humanitarian, Reconstruction & Development for the United Nations Assistance Mission for Iraq (UNAMI), overseeing multi-million-dollar interventions. Under her guidance, she led pension and social safety-net reforms in partnership with the World Bank and USAID, delivering vital assistance to over a million impoverished families. She also contributed as a World Bank specialist across MENA nations including Morocco, Syria, Jordan, Lebanon, and Iraq.

Before entering international development, Dr. Marinescu held senior public roles in Romania’s government as Minister Secretary of State for Labor and Social Affairs and Senator, where she chaired the Senate’s Committee on Labor and Social Protection.

Dr. Marinescu actively contributes to academic thought leadership. She is a published author of books and policy papers and has served as editor-in-chief of specialized periodicals such as Jobs and Working Abroad. Her scholarly work informs the UN SDSN report The Future of Our Children, advocating lifelong, multigenerational learning for sustainable development.

Dr. Marinescu holds a Ph.D. in Development Economics from the Academy of Economic Studies, ASE Bucharest. Her scholarly foundation is further enriched by dual undergraduate and master’s degrees in International Relations, a BSc and MSc in Computer Science, and executive-level certifications in leadership, communications, and labor market administration from Harvard University and the Cyprus International Institute of Management.
