Nour Alrasheed is a distinguished leader in education reform and workforce development, with over 25 years of experience designing and implementing transformative initiatives across the Middle East and North Africa. Her work spans policy design, system modernization, and large-scale program execution in both humanitarian and development settings. She has operated across MENA, the GCC and Turkey including in Egypt, Jordan, Iraq, Lebanon, Morocco, Palestine, Syria, Tunisia, the UAE, and Yemen, where she has managed complex, multi-million-dollar interventions supported by leading development partners such as DFID, and the European Union.

Currently serving as Country Director at AMIDEAST Jordan, Nour leads a diverse portfolio of education and employability programs that promote inclusive, market-relevant, and future-oriented learning pathways. Her leadership has been pivotal in advancing national TVET reforms, enhancing digital and life skills, expanding youth access to entrepreneurship and civic engagement opportunities, and building stronger education-to-employment linkages. Her work bridges education systems with labor market realities through strategic partnerships with public institutions, private sector entities, and civil society.

Previously, Nour held senior roles at the Abu Dhabi Centre for Technical and Vocational Education and Training (ACTVET), where she played a central role in shaping the UAE’s National TVET Strategy and spearheaded the Global TVET Innovation Week; an international convening of policymakers and education leaders advancing the future of vocational learning. Her tenure at ACTVET was marked by a strong focus on innovation, skills foresight, and systems resilience.

Earlier in her career, Nour served with leading international organizations including UNESCO, UNFPA, Save the Children, and the British Council. Her portfolio included the design and management of regional education programs, with a strong emphasis on displaced and vulnerable populations. She has contributed significantly to policy development in areas such as teacher professionalization, curriculum modernization, life skills and citizenship education, and non-formal learning, particularly for out-of-school children and Syrian refugees. Her collaborative work with ministries of education and national training authorities has driven inclusive and evidence-based education reform across the region.

Nour holds a Postgraduate Diploma in Strategy and Innovation from the University of Oxford, where she was awarded distinction for her research on innovation in vocational education. She also earned a Master’s in International Development from the University of Bristol as a Chevening and Saïd Foundation Scholar. She is a John Smith Fellow, recognized for her leadership in advancing the right to education for displaced youth.

Renowned for her systems thinking, strategic foresight, and ability to drive cross-sectoral alignment, Nour continues to shape regional discourse on education equity, youth empowerment, and future skills development. Her professional ethos is grounded in inclusive reform, evidence-driven design, and a commitment to education as a catalyst for economic resilience and social progress.
